Following the release of the hydrology report, it was clear to local decision-makers in Loreto that they would have to rely on desalination technology for the rapid population growth projections that were proposed in the FONATUR urban development plan. The International Community Foundation commissioned three reports to add technical resources to the local discussion regarding desalination, and potential marine impacts to the Loreto Bay Marine Park.
